The role of certificate of origin

A Certificate of Origin is an important international commercial document that certifies the country of origin of goods. It is typically used to prove that goods meet the qualifications for origin in certain trade agreements, enabling importing countries to implement trade policies such as differential tariffs, quota management, anti-dumping, and countervailing measures on imported goods. Here are some specific functions of a certificate of origin:

1. Tariff preferences: Free trade agreements (FTAs) or tariff preference agreements signed between many countries and regions, such as the China ASEAN Free Trade Area and the Regional Comprehensive Economic Partnership (RCEP), allow goods from member countries to enjoy lower tariff rates or be exempt from tariffs. The certificate of origin is a necessary document for enjoying these tariff preferences.

2. Anti dumping and anti subsidy investigations: When importing countries believe that imported goods are being dumped (i.e. sold at a price lower than normal value) or receiving subsidies, they may initiate anti-dumping or anti subsidy investigations against the relevant goods. The certificate of origin is used in the investigation process to determine the origin of the goods and determine whether it has caused damage to the domestic industry.

3. Quota management: Some goods may be subject to import quota restrictions, allowing only a certain quantity or value of goods to be imported. The certificate of origin can help the importing government determine which goods can be included in the quota.
